Old Does Not Mean Designated

The assumption owners make here, understandably, is that an old house in an old neighbourhood carries the same constraints as one in the districts south or east of downtown. Mostly it does not.

Designation is a specific status attaching to landmarks and to properties contributing to designated districts. Age alone does not create it. Where a West Side property is undesignated, the demolition-by-neglect provisions and the review requirements simply do not apply, and the file is an ordinary city permitting matter. How Do I Confirm My Property Is Not Designated?

The Office of Historic Preservation holds the landmark list and the district boundaries, and the answer is free. Worth confirming rather than assuming in either direction, because district edges are not obvious and pockets of designation exist across the city.

Which Makes These the Simpler Older Files

Much of the housing here dates from the 1910s through the 1940s. Where a property is not designated, UDC Section 35-455 gives the preservation officer 30 days from a completed application to determine whether a building may have historic significance, and a demolition permit may issue immediately where it is found to have none. Texas levies no transfer tax. UDC Section 35-455 requires materials to reach the historic preservation officer at least 15 days before a hearing, and Section 35-615 carries a 5 year bar on permit applications after a hazard demolition preceded by 2 or more neglect notices.

Without the preservation layer, the questions reduce to the ordinary ones: what survived, what a repair costs, what the finished house is worth, and what the city requires to permit the work.

That is genuinely easier than the designated districts, and it means more buyers can compete for the property. A wider field of buyers is worth something to a seller regardless of anything else.

Does That Mean I Get More for It?

More competition rather than automatically more money. Values here are generally below the designated districts, so the absolute figure may be lower while the process is smoother. What you gain is a straightforward transaction and buyers who are not pricing regulatory risk.

The Slab Is the Real Question

With the regulatory layer largely absent, the physical question dominates. Much of this housing is slab-on-grade and heat damage to a slab is not visible from the surface.

It is the largest unknown on most West Side files and what buyers discount most heavily for. A structural engineer's assessment is usually the highest-return spend available on anything beyond smoke damage, and it makes the offers you receive comparable rather than each built on a different guess.

Older Framing Helps

One advantage of the age. Older dimensional framing can sometimes be repaired in sections where newer engineered assemblies exposed to heat come out whole. A contained fire in a West Side house is more often restorable than the same fire in post-war construction, and that is worth establishing before accepting a figure priced as a rebuild.
