The Lookup: Where Does the Property Actually Sit
Two free enquiries settle it. The appraisal district's parcel record names the jurisdiction: City of San Antonio, one of the suburban cities, or unincorporated Bexar County. The Office of Historic Preservation confirms whether a city property is a landmark or contributes to a designated district.
Between them those two answers place you in one of three worlds, and the worlds behave very differently.
Why Can I Not Just Tell From the Address?
If the Answer Is Designated
Then the priority is engaging early rather than deciding quickly.
The code authorises the preservation office and the commission to work with owners to encourage maintenance and stabilisation, and to identify available resources, before taking enforcement action. That is an invitation and it is worth accepting. It is also what keeps you out of the notice sequence that ends in a five year permit bar.

Will Contacting Them Draw Attention to My Property?
If the Answer Is Unincorporated
Then the priority is records, because nobody else will create any.
The county has stated it lacks legal authority to regulate residential construction, inspect it, or issue a residential certificate of occupancy unless a permit was taken voluntarily, and that it will not inspect a completed build retrospectively.
So if you intend to rebuild before selling, consider voluntary permitting and keep documentation from licensed trades. If you intend to sell as it stands, expect buyers to price the absence of any record on the existing structure.
What We Check
The structure. Whether the framing came through, and whether the era means dimensional lumber that repairs in sections or engineered assemblies that come out whole. On brick-veneered post-war housing the skin carries nothing, so the veneer is not a shell.
The slab. Almost all housing here is slab-on-grade and heat damage to a slab is invisible. It is the largest unknown on most files in this county and what buyers discount most heavily for.
The records. The appraisal district for jurisdiction, year built and improvements. The county clerk for the deed and any lien. The city or county for permit history, where any exists.

A written figure with every line showing: what a finished house on that site is worth, the cost of getting there under whichever regime applies, carrying cost and margin. Texas charges no transfer tax, so there is no percentage line coming off the sale price.
What If the Numbers Say Repair Rather Than Sell?

No deadline from us. On a designated building the code's own sequence is the real clock, and on any property left open the deterioration is. Neither is a reason to accept a poor offer and both are reasons not to drift.

How Long Does It Take?
Address to written figure is usually a few days. Closing depends on title and, on designated property, on what anyone intends to do next. The insurance claim does not have to be resolved first.
Do I Need to Be in Texas?
No. Out-of-state owners are common on inherited property and remote closing is routine.
